Is it a handball on the keeper if the ball is outside the box, but he is still in the box and he picks it up?

My friend was playing keeper and the ball was 1/3 the way on the goal line (2/3 the way not) and he picked it up and the ref called indirect kick! I’m not sure if this is right or not, because the ref was one-sided and the fact that the keeper was still in the box and the rules say “The keeper can touch the ball in the box.” BUT, does the rule mean the keeper in the box or the ball?????? I’m not sure, and any help will be very much appreciated. And by the way….. I’m talking about soccer. Thank you.

You have to reach outside the box to pick it up, unless you draw it back it with your foot and pick it up.
